It is a mix a promoter is suppose to help with that, but a fighter needs to be involved for them to really put together a good promotion.

The best way to look at it is a promoter is suppose to do the behind the scenes stuff and then help out with pumping it up overall, but the fighter needs to be the face and out front or what the promoter does matters little.
