I doubt he means it. This is just a negotiating ploy to give him early leverage. He is basically saying to Pac "you will agree to all my terms or no fight at all."
Pac is getting no cutoff for testing, no PPV split, and the fight will happen in Vegas if its going to happen.
I still believe the fight will happen when both guys are too old to contend and are ready to hang em up for good. It will be one last payday for both. Think the Hopkins/Roy Jones rematch that happened 10 years too late.
