It can alleviate the pain and stress of a normal training camp so it falls into an ambiguous gray-area of performance enhancers. As for lung capacity on a scale of 1 to 100 you go from about 100 to a 96 if you smoked weed regularly so not a huge dropoff(Though every little bit counts on the pro level).
Alcohol, sex and a myriad of others things perform similar effects in that regard.
