Guerrero fought 3 months ago and there is no mention whatsoever of any opponent for him, meanwhile Floyd already has a fight in a month with Canelo. Robert is standing by ready to be the decider for Floyds next opponent because if he faces anyone decent at WW, he will lose and his value will plummet. There's no reason he should be sitting and not fighting guys like Devon, Thurman, Marcos, Brook etc
