I think zab judah since he lost to floyd kinda fits the description. He wins enough to get big fights but loses those big fights and is seen as a quality win on a resume.

I'd say Randall Bailey and Chop Chop are the elite class of gatekeepers. I can't put Zab there yet because he loses to the champs who already established. I don't know. But Randall and Chop Chop are the cream of the crop.

We all should love Bailey. He spared us anymore Mike Jones hype

Beat me to it. Zab is the first guy that came to mind. He's always a quality test for contenders in his division. Some pass like Khan and some fail like Vernon Paris. He is the quintessential gate keeper.
