First, let me say I have never been a fan of Pacquiao's boxing skills but I respect him as a competitor. With that being said, he should beat Rios, but he's not punishing Rios. It will be a good give and take match with Pacquiao getting the benefit of the doubt for staying on his feet. Rios doesn't KO people he's not supposed to KO. Pacquiao is not the same person who beat down Cotto. Ever since about the 8th or 9th round of the Margarito fight Pacquiao has slowed down tremendously. He still has a some power left but everything else is diminished. When was the last time you saw him throw those rapid fire combinations he threw against Oscar. Everyone saw Pacquiao dominating everyone from Clottey to Mosely but missed alot of the punishment he took in return. Combined that with his partying lifestyle and political career, he had no choice but to lose a lot of what made him such a competitor. Enjoy it while you can, but you're seeing the downward slide of his career.
