Yeah this is basically it. Why would GB want to make a fight that gets one of their "rising stars" KTFO'd in potentially brutal fashion? I don't blame them for not wanting to make it from a money standpoint. That said, Garcia's the one who will end up looking like a b1tch if it doesn't happen. They had might as well just make it and see what happens.
