Velez struggle against Beranza. Then when the opportunity comes for him to fight for a title, he injures while at the pool of the Hotel. A hotel that MCP paid for him to stay away from his house and focus. But he had to bring his girl and family to the hotel to have fun. He had a chance against PDL. Against Mares, I doubt it.

Three or four fights might be better. Baranza was a struggle for Velez, his durability gave Velez problems and Sanchez was never any good, he was only using his uncle's name. It's a big jump from them to Abner Mares. A little more experience against better competition might be good for Velez at this point.
