Judah still IBF champion!
IBF championship chairman Lindsey Tucker has cleared up some confusion concerning the status of Zab Judah after his loss to Carlos Baldomir on January 7 at Madison Square Garden in New York City. Judah is still the IBF welterweight champion because his title was not on the line as Baldomir did not comply with IBF rules for sanction.

Baldomir did not pay IBF sanction fees.
Rule 2.B: Sanction Fees – In each title contest, the promoter must submit payment of the entire sanction fee for promoter and contestants to the IBF/USBA Bout Supervisor at the Rules Meeting.

Baldomir did not participate in the second day weigh-in.
Rule 1.F: Second Day weigh-In – There shall be a second weigh-in on the morning of the event. At this weigh-in, boxers cannot weigh more than 10 pounds over the weight limit. If either boxer does not make the weight, the fight cannot proceed as a Championship bout.

As an aside, a condition of sanction is that all boxers fighting for IBF titles must become a participant in the IBF retirement and trust plan. This is a savings plan for boxers to ensure that they have some money put aside when they retire from boxing. Baldomir refused to join the plan.
