Pacquiao/Rios!! Any thoughts on testing??

It's apparent that for Pacquiao vs Rios this November random testing will be implemented by WADA or USADA. Any thoughts on why Top Rank is funding this testing and Pacquiao and Rios are both "allegedly agreeing to it! Baring in mind Pacquiao may be doing most of his training in Asia.

Arum claims in a Karceno interview recently that around the time Floyd asked for it, nobody knew what it was about!

I don't care who you route for, but from a logistical stand-point, is this a "U-turn" and does to confirm who really ducked the fight/testing?
