Very few governing bodies ever push for serious testing, and that goes all the way up to the Olympics. Testing is risky, it can cause a lot of hassle and failed tests can prompt advertisers to drop out of events. It can derail stars who bring in a big audience and all the revenue that goes with that.
No one at the top in athletics wants to catch a guy like Usain Bolt with a positive test. No one at the top in cycling wanted to catch Lance Armstrong, and in fact many at the top were complicit in him getting away with it for so long.
It's public pressure and media scrutiny that brings about change. The only thing that would create that pressure and that scrutiny in boxing is a major scandal involving guys like Pacquiao or Mayweather, or a high profile death in the ring that could be linked to performance enhancing substances.
Until they're hit by that storm of public outrage, the powerful players in boxing can pretty much ignore it.
