Source? Fury has said multiple times how Wlad promised him a shot if he beat Chisora and when he did it nothing was forthcoming. I believe that's what he's referring to when he says he has already fought one eliminator.

Pacman doesn't belong in that group with the selective Mayweather and Klitschkos. Pacquiao fought everyone until he ran out of opponents.
