I remember saying how this would be the norm within 10 years but I was wrong, now it's 4 years after Pacquiao reject random testing in the first round of negotiation for his fight with Mayweather and look how most boxers are now doing testing, in years to come it would be the norm and in 20 odd years people would ask why this was a big fuss and why any clean fighter would back off a multi million fight because he doesn't want to get tested.

It's still just for show. Pascal already had his 'man' hired before they began testing. If he or Bute wanted to cheat they could have easily done so a few months earlier.
