Is anybody honestly surprised by the WBC Khan move?

Devon Alexander was named #1 for WW's while he was still JWW.
They've been trying to make this fight forever, but Khan can't seem to get a win to move up there.
Honestly, I hope that they force him to fight Abregu since he's the #1, but wouldn't be surprised in the slightest if they moved him down in favor of Khan without ever fighting or Khan fighting at WW.

It's baffling in the sense that khan wants to fight Garcia before he moves up. That equates to roughly another year at 140. So being ranked at 147 don't mean **** when he's not fighting there.

Yes,I am surprised.I knew the WBC was really bad. I knew they did what ever they pleased and constantly broke their own rules.I have never seen them give a guy a #2 rating when he has never won a fight in that weight class. That's a new one. Usually they go out of their way to arrange things for Mexicans to win their title but I guess they think Khan will bring them lots of money if he gets the Mayweather fight.
