The division isn't in a shambles: the Klitschkos clearly own it. It's in the order it should be in: Wlad and Vitali at the top and then the rest trying to climb and failing (see: David Haye).
There is a clear hierarchy, which is how it should be. A shambles would mean there was chaos with no clear-cut champions and a constant trading of world title belts. There is no such thing happening.
Americans never like things when they are not on top, so I guess that constitutes the need for a "savior." Good luck on that one!
