I think people are a bit too hyped on Lucas recent win and Pacquaios recent loss. Lucas beat a fighter who's not that great, and has a very weak chin, and lacks a true attack. Pacquaio faced an ATG, who is a great technical boxer and a good brawler when he needs to be.
They both have a different kind of power. Lucas swings very loaded with his shots (check how far he over-twists when he misses, even flooring himself from the force), where as Pacquaio has a very fast, snapping power, which shocks you, and as Mosley said himself it's unlike anything he's felt before.
Pacquaio is better at everything except probably pure power, and he has always excelled at fighters who want to brawl with him. He won't get caught clean like Peterson, and if he does, I'm betting his chin is still on an elite level despite the KO.

That happens when you regularly face hall of fame fighters and focus on excitement and attack rather than pure defense. Pacquaio has faced miles better competition than Lucas, so what would you expect?
Lucas is a fighter I love to watch, but do you honestly think when Pac was at 140 he wouldn't have demolished everyone on Matts record, including Alexander and Judah? Prime Barrera and Morales would give him trouble, because they can take a punch, give a punch and box effectively.
Even Joshua Clottey, one of Pacquaios more boring fights I think would give him trouble. He has an exceptional defense in regards to his guard and can hit very hard, he's a big welterweight and it shows.
