Every fighter Pacquiao faced never asked for any extra drug tests....
only Mayweather asked.

De la hoya, Hatton, Marquez, Bradley, Magarito, Cotto, Mosely, etc
They all got into the ring with Pacquiao without random tests....

You should be asking if pacroid wasn't juicing why wouldn't he take the test? Only someone with something to hide wouldn't want to prove they are clean. So in short the evidence in his case says he was scared his supporters would see he was cheating the game....
