I think I'll disagree with that (mind you, the three judges didn't). If one guy's edging a round for 2 minutes and 45 seconds, and the other guy decides to throw punches when the bell's about to sound, I can't honestly say he's won the "round".
My favourite (favorite, Fat Yanks) Jim Watt moment was on some small card with a couple of low level Green Teefs I hadn't seen before. Both were fighting on even terms, with pretty much jack **** happening. But when Jim Watt has a fixed idea of what's going to happen in a fight (often before the first bell has even sounded) he refuses to break away from that mindset, and insists that what's taking place in his head is taking place in reality.
So in a even-as-even-can-be round he insists the guy who is even slightly edging it is miles behind. "Ah canne believe this wee fellow, there's na confidance in his wurk, and there's nae snap in his punches."
Suddenly the guy who Jim insists his losing lands a punch that makes the other guy's legs buckle, forcing Jim to do a quick U Turn and pretend that it's a fight changing action. "Och, and this is betta!"
