Why did Margario move up to 154 and never fight the best there?

well how do you definine the best?
from what i've seen your definition of the best is who's ranked higher.

The way that Floyd didn't have to fight any relevant fighter at 140 because.... he fought Gatti who was ranked. Thus he fought the best (in your eyes)

if he fights an easy ass opponent that has a decent ranking. He can duck the entire division and all it's threats. Like Floyd did at WW when he fought Baldomir who was the Champ and thus he can duck Cotto, Margarito, Paul Williams, Pacquiao etc
