If a fighter is suspended buy a comission for violations the ruling is upheld by the Association of boxing comissions(ABC) so all commisions in the U.S. will stand by the ruling. Yes he may fight elsewhere where the comissions have no power(like Mexico). But after the suspension time has passed he will need to reapply for a licence with a comission to fight in the U.S.

If he went around his suspension and fought elsewhere, it may affect his being granted a licence to fight in the U.S. again. This is why fighters that have been suspended in the past like Tyson and Margarito have sat out their suspensions rather than just fighting elsewhere.
