I don't think almost anyone on here has an all time great list from say 1 to 20 or 1 to 50 all arranged from top to bottom. I already believe Pacquiao is a great fighter even if he never fights again. If he beat the naturally bigger great fighter Mayweather of course he would go a bit higher but both Pacquiao and Mayweather are past prime.
