This really could have helped Manny's negotiations tactics, if he simply just decided to do the testing Floyd wanted for each fight Pac has had since Clottey. But, he still hasn't lol. Yet, people claim he's already agreed lmao.

Wait so after all of these years of ducking and dodging random OSDT, Arum is finally going to concede? I was thinking the same thing. This reminds me of all the people who said Pac agreed to testing vs Mayweather yet he didnt implement it vs Clottey, Margarito, Mosley, Bradley or JMM.

Manny doesn't want it.. He's going to look elsewhere for a fight and say he going to do a tune up to avoid the testing. When he wins that fight he's going to look superior most likely and then have some outrageous demads bcause he won.. Well it would be a great thing for all concern, better and random testing for boxing is the way forward and it puts your mind at rest, Whether the ego in the Pacquiao camp can accept it is another thing.

What good is random testing when some fighters are still allowed to fight even after having tested positive?

What is needed is a contract that specifies forfeiture of half the earnings of the violator and award it to the opponent who tested negative, in case he wants to move on with the fight. First and foremost is he should be informed of the positive results.
