Francisco Lorenzo was a lot worse, if he counts.
Carlos Maussa too.
Add a slew of guys who held belts at 168 like Thobela and Hilton.
Baldomir wasn't that bad. He just looked bad, but had abnormally good stamina and punch resistance. He was on somewhat of a tear before getting to Judah. Definitely a top 10 guy going in.

And Holy & Moorer didn't fight a version of Foreman that was pushing 50.

The version of Foreman that Holy & Moorer fought (especially the one that Holy fought) and the one that Briggs fought are night & day.
Beating Judah & Gatti DECISIVELY is better than anything that Briggs has ever done.
