Probably not because he wants to make Pacquiao vs. Rios. Plus Rios has an eliminator against Provodnikov. Matthysse is a fight with no upside, no title at stake and high risk.

Both fights he's lead promoter and keeps 100% of the profits.

Cant say I blame Arum. Mares for Rios isnt a fair trade. A Rios win over Matthysse doesnt raise Rois' profile at all. If GBP was willing to make Rios vs Broner I could see Arum doing that deal. But with Rios being a possible opponent for Pacquiao I doubt Arum would risk Rios.
