Conte is being misquoted here. Conte says despite olympians doing olympic style testing all year around, 24/7, they have ways still to cheat because the current system is junk. You have x amount of tests/year and can miss up to 2 tests/year w/o penalty. When you miss a test you get a letter from the board asking if you want to use one of your exemptions or schedule a hearing with the board to state why you missed the test. Standard protocol.

So an olympian will miss a test when their pissing hot and use an exemption. Wait till they cycle clean and get on the next test and presto change-o they appear clean.

If you really want to know who's cheating or not one needs to study the athlete after becoming properly knowledgeable on the subject.
