lol...fernando montiel just came off a KO win against the #1 ranked guy at bantam and as a result unified the wbo and wbc belts. he was also ranked top ten p4p by ring magazine. so donaire shouldn't have fought the guy who beat the #1 best at bantam? donaire tried to make a fight with moreno, but moreno priced himself out and mares was stuck fighting the agbeko remtach because of how controversial the first fight was. so the next best option was to fight omar narvaez who was undefeated, a two weight world champion and the #1 guy at 115lbs.
I donīt know why I should be discussing this, the point is that Donaire wont fight Mares because he doesnīt fit their "minimize risk" formula. All the other guys Donaire has been fighting do, that is why they were picked. Mares doesnīt fit the plan at this point in time.
