Mayweather is basically saying that Manny is desperate because he now says he will agree to things that he refused to before!
What's the problem?
Manny refused a smaller split and random testing but now after a few poor performances and a loss changes his tune.If Pacquiao beats Marquez we will see exactly what Manny is willing to accept when Mayweather comes knocking

It's damned if you do, damned if you don't for Pac. If Pac insist on his terms, Floyd and his worshipers say he doesn't want the fight. If he gives up something to pave way for the fight, he's desperate.

Pac wouldn't be saying anything if only they stop asking the same question in the first place.
