          If you define it by where you were born then yes, he's American. Puerto Rico is a US territory, so they are all US citizens technically.

                  ive never seen it discuss before, i only made it cuz i saw these threads about PR having no champions and i wiki'd miguel cotto and noticed it said rhode island but last time i checked it said caguas PR
