Donaire is a p4p guy so he is held to a different standard. Arce his a huge step back.

Rigondeaux or the winner of Mares/Moreno are the only acceptable fights for him IMO. but we know Mares/Moreno isn't likely because they're with GBP

but Rigondeaux is there, they have the same promoter but Donaire doesn't want it. that's what is really comes down to no matter how you put it Nonito Donaire doesn't want to fight Rigondeaux.
