It shouldn't matter what state. Boxing needs to have a set of rules. Seems that they only care about $$$.

Berto and Peterson tested positive for PEDs, Morales was only a banned substance hardly worth even noting.

But of course Berto and Peterson had no repercussions because the commissions didn't want to have to deal with accusations of racism and what not.
