probly russia, IMO.

russia has had karmazin, boytsov, ibragimov, valuev, and drozd come on the scene in this year alone.

Canada has Bute and that other Roy Jones style guy with the funny name. There are a lot of good fighters around of Asian descent right now too (although I don't know where they all hail from)...such as that Bautista kid.
