As I understand it, it is the local commision in the US that determines the officials. In this case it's the CSAC. The commision is (at least partly) funded by the sports promotors who use their services. In other words the commision gets more work and income the more shows that are staged in the state.
That creates an automatic bias, at least potentially, so there's a good chance that Dawson will have to work harder than Ward to win a round.
Clearly there's something wrong with this system.

Ward was fouling Kessler, hitting off the break, ref warned Mikkel for it! Ref Jack Reiss scolded Mikkel in his corner between rounds. Ward "came in like a billy goat" and smashed his head into Kessler's eye, ref just smirked.
Ref let Ward hit while holding for much of the Ward-Green fight.

Oakland officials have never been a problem before. Even for Nonito's fights in the Bay area they are pretty even handed.
