Ain't happening unless the promoters get in bed with each other again or there's a mandatory (which is also not happening since they're all alphabet champs at the end of the day). Vanes-Lara is only potentially happening due to a sanctioned eliminator for the possibility at taking over the Canelo express.

If those were ever enforced, we wouldn't see people defending against cans all the time.

They only do it when is convenient to them. My guess is the WBC and GBP are throwing Lara in there hoping Arum robs him that way its one less fighter or I should say GB promoted fighter out of the way. Cause we know Canelo-Vanes aint happening.
