I thought Toney was gonna pounce on him. But Toney Laughed it off.

Well for one how bout the WBC follow it's own ruls for a change. Oleg Maskaev fought Sinan Samil Sam in a sanctioned bout for the #1 spot. As we all know Maskaev won that fight, by all rights he should have been named the mandatory.
