Why do these countries suck at boxing?

They train for pro boxing not for amateur.

Olympic boxing is almost an entirely different sport from pro boxing.

Mexican fighters aren't built to succeed in the Olympics. Their traditional style is pretty much negated in a 3 round fight with giant gloves and head gear. It works great in the pros though.

The US just has a horrible amateur program. They have solid fighters, but don't get much experience and they usually get horrible coaching. Also, recently their has been some young guys who have decided to turn pro instead of going to the Olympics(Broner and Benavidez)

Don't know much about Puerto Rico. In the pros they usually make solid boxer-punchers.

That's because Am Boxing doesn't prepare you for the pros and it's mostly about glory and patriotism. Outside of winning the gold, participating in the Olympics does nothing for your career, especially if you don't have the style for it.

I can't really blame serious boxers for not participating.

There's some truth to this, but it doesn't explain everything. For most of its existence, amateur boxing was much closer to the pro version than it is now. The current system is a watered down shadow of the amateur sport of years ago. The U.S. was very successful under the old system. The other countries mentioned were never particularly good at Olympic boxing, under any circumstances. I've never understood exactly what to make of that.
