Like Mayweather-Pacquiao negotiations in 2010-2011, it would have killed the fight. Some Top Rank fighters want nothing to do with OST. Since Martinez can't really call the shots, he just went with regular testing. But Chavez Jr is known to skip even these.

If I am Martinez I make it publicly known that he will not get into the ring until one of his guys witnesses jr taking a pre fight test. Then if Chavez pulls some bs on fight night it will all be on him. Too many fishy circumstances in his last few fights to not be something dirty going on.
