I think it's just you. If Im not mistaken he's always looked like that around that section. If anything, I thought he looked real skinny in that second picture. Even in his first pic his arms look skinny. Maybe it's just the angle on that second pic that make him look skinny.

Sometimes it's just the elastic on the pants, if they're a bit tight it can make it look like the person has "love handles". Khan looks in good shape (they both do) but I don't really get the obssession with him going up to welterweight. He looks like a lightwelter to me

You mean his external obliques? Those are a muscles that stick out on your sides and visible typically when someone is lean not fat.
