Their fan base isn't American. Only reason Cotto does more numbers in america than the average boxer is cause of the dollar in PR.

You forget it's not only the Klits who could draw. You got them Canadians, them Germans, them Mexicans(in Mexico), ect. Most of those countries have boxing more established in a network than a PPV reliant nation like US & GB.
