You're insane. Even though I don't care for Bowe, as he straight up avoided Lennox, his quality wins were superior to Vitali's. And why are you bringing up PED's, when talking about Vitali??????

Bowe beat Tony Tubbs, Evander Holyfield (WBC/WBA/IBF HW champ/#1 HW/#4 P4P), Michael Dokes, Herbie Hide (WBO HW champ/Top 10 HW), Jorge Luis Gonzalez (Top 10 HW), and Andrew Golota (Top 10 HW).

His wins over Holyfield, a HOF and ATG, alone are far far far greater than anything Vitali did. And then he had a few more solid wins, same as Vitali.

I put 16-20. I can easily think of 16-17 HW's I'd ranked ahead of him, or around that number. Most of his hardcore fans seem to think he dominated the Top HW's in his era (and even if he really did, it's been a weak HW era no doubt since Bowe-Lewis-Moorer-Holyfield era winded down), but he only beat like 6 fighters in the Top 10 at HW. There were plenty of other guys ranked high at HW that he could have fought to "dominate" and "clean out" the division the way his fans talk about him.

Bowe only beat Holy because he took too much HGH and developed heart problems.

And Golota battered the hell out of Bowe twice, brought him to his knees.
