There is no dominant HW right now, however I think that the best HW in terms of skill is James Toney followed by Wlad Klitsckho.
In terms of accomplishments Byrd, Brewster, and Ruiz are the top three, there order is up for debate.

We can never say who is the best HW out there at present not until these belt holders and rated challengers mix it up. So you can't also say who is dominant. There's just so much politics in this division that it's helter skelter out there.
