I honestly don't think Cotto's handspeed is that slow... Floyd is just that good, you could see the disparity in quickness during their fight.

People need to re-watch the cotto fight without the sound, floyd dominated the fight, all cotto landed was jabs, floyd took cottos left hook away. EASY fight
