What's the right thing to do here, give Khan his belts back or leave them vacant and make him fight for them?

I think if the belts are given back to him then the first match should be turned into a NC. But the NC decision would be up to the DC Commission and not the sanctioning bodies correct? If it's up to the commission something tells me it won't happen.

Funny how these things work out. Khan talked about wanting to unify the titles a while ago before moving up to 147 but Bradley back out so he didn't get his chance. If he gets his belts back and fights Garcia he could get the chance to do just that.
