Cotto tries w/promoting but his cards are weak and 99% of PR "prospects" are average (they fight hard, but limited talent, IMO) vs setups , but protected & rarely leave the island...

No he doesnt. Loco Robles is not that good, Jason Velez is KO waiting to happen. Fontanez is the only decent one and he is nothing special.
