Nope, Manny defeats Cotto at any weight. Cotto will be running once he gets hit hard. It's going to be like Pacquiao vs Margarito. Or better yet Cotto-Margarito 1 and 2. Even better still, Pacquiao vs Cotto.

Besides, I don't think Cotto's family will let him fight Pacquiao. They still have fear from the first fight. Pacquiao has too much speed and power. Also, It's going to be embarrassing for the supposed bigger and stronger fighter trying to out box instead of imposing his will by going toe to to against the smaller fighter.
