I think there is special regulations for events like this(like the rose bowl). In normal circumstances booze can't be sold at a college arena that's on campus, but during special times you can buy a liquor license and sell. It's what they are doing for the winter classic when it's held at Michigan Stadium(on the campus of Michigan University).
