If you go back and watch Mosely/Mayweather 24/7 you'll see Mayeather saying on camera that Shane Mosley gets tested more than him because he's been caught using steroids in the past. Random blood testing is good for the sport, I just feel that both fighter's should be tested equally so there isn't any advantages in training.
