Floyd is the bigger draw because he's undefeated, people pay because they are part of his fanbase and other people pay to watch him lose. He's the bigger draw in PPV revenue terms and Pacquiao isn't. He's already been knocked out and has losses on his record.

It was quite obvious from the start that Floyd would get a bigger garunteed non PPV purse.
