well he did stay active but I dont know why those fights weren't made. Don king, His team or those opponents you mentioned might be able to answer it. The only 2 anyways on that list you have that can beat Tito IMO are DLH & Whitaker and those fights did happen. Whitaker, happened maybe a tab bit late but Oscar's happened at the perfect time.

plus, after reading the link from someone posted prior between Tito & Quartey...looks like the fight was attempted to get done but legal **** on Quarteys side..and promotional BS kept it from happening.
