Chances of us getting Arce vs Rigo?

I was browsing boxrec and noticed Arce was scheduled to fight on the Pacquiao-Bradley card then I remembered someone posted that Dan Rafael said he had been told Rigo was supposed to be fighting on that card as well. Now I know the bout is listed as a bantamweight bout for the WBO title (which Arce holds) and idk why Rigo would go down for that but it also says "bout subject to change."

So what are the chances of us getting this fight on that PPV or has another opponent already been talked about for Arce?
