That's not accurate. They filed a criminal complaint after he failed to submit records after several notices and a subpoena. They are trying to build a tax evasion case.

BIR regional director Rozil Lozares confirmed a criminal complaint had been filed, but added: "We haven't reached to the point that he is evading taxes. We are asking him for copies of his contracts to different companies, which he has not given or has refused to give."

The BIR wants to investigate 33 tax records, including Pacquiao's annual income tax return in 2010 and his earnings from bouts with Antonio Margarito and Joshua Clottey, ABS-CBN reported.

first marquez embarrasses him, he subsequently gets booed and his fans have to apologize to marquez and his fans for the robbery. then he stated he wants to be up for sainthood in a sneaky effort to ditch the fight with floyd. Now it comes to light he doesn't want to submit his financial paperwork..much like he didn't wanna submit for OST. He's been having it hard lately by the media.

I wonder how much of this has to do with him evading taxes? Could he just not want his recent financial records coming to light for some reason? hmm..
